The Road Haulage Association welcomes the framework document between the Traffic Commissioners and the Department for Transport and its agencies.

“This is a progressive document”, said RHA Chief Executive Geoff Dunning.  “We are delighted that it spells out the independence of the Traffic Commissioners and recognises the value placed on that by the industry.

“We are also pleased that the twin pillars of the HGV Operator Licensing system are spelled out – managing the risk to road safety and protecting fair competition.

“With the support of this document, we can now move on with the challenge of not only recognising the high standards that are generally achieved by operators, but alsoimproving the performance of those that lag behind the best and tackling the small minority who are serial or serious offenders.
